So, the Law on Property in the USSR has been adopted. A line has been drawn, disputes and discussions on a number of provisions of this document have been completed. Does this mean that the final logical result has been achieved and economists can not only take a deep breath, but also focus their attention on other pressing problems of our economy — the development of market relations, the stabilization of the financial system, etc.? I think it's too early to draw such a conclusion. Undoubtedly, the implementation of the Law on Property is an important achievement. After all, this laid the cardinal foundations of the post-reform economy. Various forms of ownership have been finally legally recognized, their equality and protection by law have been established, and the basis has been laid for their competitiveness, and thereby for eliminating the monopoly of state ownership, which inevitably led to the stagnation of productive forces.
But at the same time, in my opinion, it is premature to conclude that the ownership problem has been solved and it is possible to move on to another one.
First of all, the law is only the law when it is in effect. What is important is not so much the procedure for adopting a law as its application, implementation, and functioning. Using the example of other recently adopted laws, one can make sure that this is not something far-fetched.
And secondly, what I would like to focus the reader's attention on is the depth of scientific understanding of the functioning of various forms of ownership decreed by law, and the objectivity of their existence in real economic practice. The latter has overtaken theory here. Some of the forms of ownership mentioned in the law, which have received citizenship rights, are not theoretically deeply understood, since they were absent from real economic life and therefore simply could not be the subject of science.
Take, for example, the joint-stock form of ownership. It is now practically emerging in our economic life, and only on the basis of an analysis of its actual functioning in the system of specific relations of our economy are any serious theoretical and practical conclusions possible. Consequently, this problem awaits its researchers, discussions, and practical conclusions.
It is quite obvious that the enormous expenditure of time and effort on discussing the draft Law on property in the Supreme Soviet of the USSR is not objectively conditioned, despite the importance of the problem. They are a consequence, in particular, of the fact that the effectiveness of scientific research in the country is extremely low, which is largely due to the practical uncontrollability and uncoordination of the scientific research process.
